The necessary connections for the 10kHz are:
P3-center pin to SW4-center pin,
SW4-center pin to SW4-pin#12 (circled yellow)
SW4-pin#12 (circled yellow) to C50/C51-left pin,
C50/C51-right pin to inductor L1-middle pin of a group of 3 in the bottom right corner.

- what resistance do you measure between TP1 and TP3 (?10k)?
- what resistance do you measure between TP1 and 0V (?11k)?
- what resistance do you measure between TP3 and 0V (?1k)?

OK good.

Check the continuity between the center pin and the 10kHz pin (circled yellow).
If there is no then the issue is the switch.

It could be the rotary switch. You can test it with your DMM. The common contact is a pin situated inside the circle made by the 12 contacts.

The results are consistent.
Al your values are shifted up by approximately 1V. It could come from your meter.

Send a 3VAC sine signal to the input and measure the AC voltage on:
TP1: 2VAC
TP3: 0.17VAC
TP2: 1.7VAC

This is not normal. The gain of the unit, when all the pots are at 0 is defined by 
R5, R6, R7, R8, R12, R13, R25.
Check you have the correct resistors in these places.
Also check you didn't swap some pots.

With the frequency switch set to 10kHz, check continuity with your DMM, between P3 center pin and C50 left hole.
If disconnected, the issue may come for a bad solder joint on the connector between boards, 10th pin down as you said, on both PCB's, on C51 and on SW4.
If connected, check you have a connection between the right pins of C51 and C53.

Insert the connector pins in the 2 side rows of holes.
The center row of holes is unused.
Beware, the EDAC connector is mounted at the back of the PCB (opposite 2x13 header).

Check the value and solder joints of R19. It is 1 ohms in series with the + rail.
Also check that the +16V rail comes through to the module. The issue could also be in the extender.

TP3 is just after the tape saturation emulator circuit.
What is the level displayed on the meter in your test? It should stay green for minimum distortion.
Can you check the aspect of the sine on TP2. It should be clean, in particular with the TAPE SAT switch set to minus. 
Look for wrong component value or bad solder joints on U2, U3, U4, U5, R11...R25, C6...C22.

Look for a reversed electrolytic, C10, C11, C14, C15 in particular.
Remove U1, the DOA and the front PCB and check the voltage rail again.
Check value of R21, R22, R23, direction of D3 and RLY1.

Check the values of C1 (470pF marked 471), C2 (470pF), C54 (47pF marked 470), C64 (47 pF), C65 (47pF).
